I have the honour to acknowledge the receipt of
your letter Bo. 498 of the 17th. instant, and am surprised to
learn that you have actually jetained eleven thousand odd
dollars from our traffic receipts in respect of suspension
of traffic this year. Such aotion in my opinion is incompa-
tiable and is in direct contradiction to Article 7 olause (2)
of our working 4reement, which reads as followi–
*ben in circumstances of political emergency it is
necessary either for the long Long Government or for
the Chinese Government to suspend the running of through
truins, due notice (not less than six hours clear) shall
be given by die one Coverment to the other end
Compensation shall be said by the Goverment requesting
such suspension sto, eto."
this case is in minilar reapest to the amount of
olaim against the Chinese section, $900,000.00 oda, which
is still outstanding pending the disenssion between the two
respective Governments,
